Sealed competitive bids or proposals as set forth and required in the plans and

specifications (either of which shall hereinafter be referred to as the “Bid”) addressed to the Mayor and City Council of the City of Rockwall, Texas will be received at the office of the Public Works Department - Engineering Division at 385 S. Goliad, City Hall, 1st Floor, Rockwall, Texas 75087 until 2:00 p.m. on Wednesday, March 11th, 2020 for the following project:

East Fork Aerial Crossing Replacement

As set forth in the plans and specifications, the project is designed to Allow for

abandonment of an existing 10-inch diameter sanitary sewer aerial crossing by

re-aligning a new 10-inch sanitary sewer along the north right-of-way of East Fork Drive and the west right-of-way of Goliad Street (SH 205). The project includes the following

estimated quantities of work:

-557 Linear Feet (LF) of 10-inch PVC Sanitary Sewer by Open Cut Installation.

-Four 4-foot and One 5-foot diameter Sanitary Sewer Manholes.

Bids will be opened and publicly read at 2:00 p.m. on Wednesday, March 11th, 2020 at the City of Rockwall, City Hall located at 385 S. Goliad, City Hall, 2nd Floor, Rockwall, Texas 75087, in the Council Chambers Conference Room.

There will be no pre-bid conference for this project.

Instructions to Bidders, proposal forms, plans and specifications (the “Bid Documents”) may be obtained from the office of Birkhoff, Hendricks & Carter, L.L.P. beginning

February 18th, 2020, upon receipt of a non-refundable payment of fifty dollars ($50.00) per set.

The Bid shall be submitted on the form provided in the Bid Documents.

Bidder must submit, with their Bid, a Cashier’s check, Certified check or a Bid Bond from an approved surety company, in the amount of five percent (5%) of their Bid as a guarantee that the Bidder will enter into a contract and guarantee forms, if required, within 10 days after notice of award of contract.

The successful bidder must furnish Performance Bond and Payment Bond, each in the amount of 100 percent (100%) of the contract price, from an approved Surety company holding a permit from the State of Texas to act as surety, and acceptable according to the latest list of companies holding Certificates of Authority from the Secretary of the

Treasury of the United States, or another Surety acceptable to the City. A ten percent (10%) Maintenance Bond (2-year) is required for this project

The right is reserved by the City of Rockwall to reject any and all bids.
